SDD-0000-template.md for the starting point.
The index is maintained by hand. When an SDD is added or changes status, update the table.

SDD-0002 includes the PR #341 review follow-up, targeted browser validation and the remaining legacy/manual-plugin recovery limits; it shipped with PR #341 (Implemented). The second review adds hook-registry invalidation and exact POST/Reset regressions.
